I know someone who was kicked out of BYU Idaho with a semester left before graduating, because he/she willfully went to the bishop at BYUI and confessed to something that happened while at home during break. A close relative of mine was the bishop from the home ward. He knew the situation and was absolutely dumbfounded that BYU Idaho chose to kick him/her out of school. Did everything he could to sway the decision but to no avail.
There are WAY too many examples of this. And yeah, when you're not in the know on some of these situations, you can assume the best for the HC office. But if you've been close to some of these situations, you can see how impersonal and how detrimental the actions of the HC office can be.
