I believe that the harshest punishments are given to those who embarrass BYU
In my experience, those who come forward on their own where given and shown a ton of mercy. It can still be scary (just like talking to a bishop can be scary) but I don't see the honor code office being any worse. I think this is especially true as people are actively trying to overcome problems and become better.
