You realize that two steps in the repentance process are
facing the consequences for your actions and restitution don't you? How exactly is taking responsibility for your mistakes not counter productive to the repentance process? Admitting your fault is only one step on the pathway. Of course a bishop should be sensitive and discrete, but it is not wrong for a Bishop to report HC violations to the HC office - at least serious ones. It's actually the opposite.
