But I'm not sure what you mean by "recent memory." Is 2003 recent, when President Hinckley spoke on the subject? When was the time before that?
There's lots of things the church hasn't mentioned in recent memory but that are still in force. Unless the church actually rescinds previous counsel, I would consider it still relevant.
The Church has always recognized that in many cases mothers must to work out of financial necessity, but as President Hinckley stated, "Weigh carefully that which you do. You do not need some of the extravagances that working outside the home might bring. Weigh carefully the importance of your being in the home when your children come from school."
