Nope. It's basic economics. Government imposes an artificial quota, and it
results in a black market. In this case, the black market is illegal immigration. In concept, it's really no different than Prohibition, or any other black market created by Big Government.
The things you mention are red herrings that distract us from the real issue, which is excessive government interference in the free market. If it weren't for overly restrictive government policies, none of the things you mention would really matter, at least not in terms of immigration.
