You said they all had to be playing by the same set of rules. That's not true. The best trade policy in any country is always free trade regardless of what other countries are doing because trade restriction always harm one's own people more than the country being "punished."
And different rules between countries just alters comparative advantages, it doesn't affect the optimal policy option in a particular country (free trade).
