A member who has his name removed is out. Period. He doens't have to "go public with anti Church activities." He could privately meet with his bishop, have his name removed, never speak ill of the institution, ever, and still the HC requires that he be kicked out. Heck, he could even publicly say lots of nice things about the church and still the HC requires that he be kicked out.

I know people think that this would never happen -- that all ex-members are vocally anti -- but we're not talking about the whole universe of ex-members. We're talking about a small subset of ex-members who still like the church enough to want to stay at BYU (the most mormon place on earth) and get a degree from BYU that will stick with them for the rest of their lives.
