Yep. The difference had to do with making a covenant and then breaking it

versus never making the covenant in the first place. Those two cases are not the same in the Lord's eyes, and they are not treated the same by the church. (and, by extension, BYU).

Also, completely rejecting the covenant and walking away from it is not the same as messing up but still hoping to keep the covenant in the future, either. There is nuance here that matters.
