See, that's the way the policy is perceived

and it's not a pretty perception for BYU. If these students really are struggling with their testimonies, perhaps a more merciful and tolerant treatment under the policy would provide the purchase for a renewal of testimony down the road. The current policy might just add one more road block for such renewal.
