From a fairness standpoint, and even contract law standpoint, I can agree
But having lived in Provo for 7 years doing undergrad studies and post-graduate studies.... I don’t feel bad for landlords at all. I say make them pay all of it. They should have been stockpiling money away with how much they charge and how little they make improvements to the apartments. (I’m speaking at least to the apartments I lived in). Rental properties are total cash cows once you have them paid off and keep charging tenants rent. And I can’t imagine why landlords wouldn’t have their buildings that are 20+ years old paid off by now. Sure there are maintenance fees and other fees I don’t understand because I’m not a landlord... but I don’t feel bad for them at all after kids get locked into year contracts, drop a non refundable deposit, etc. Again, i agree it’s probably not fair for the landlord to shoulder the whole burden. But I’m all in favor of it
