You have a bad manager. Not necessarily because of the bonus but this line:
"We had a discussion today about how she doesn’t have time to explain the why on the timelines on all her requests."
I've been in these kinds of roles for a long time and, as a manager, you always explain the why because it facilitates buy-in and leads to better work. If your boss thinks she doesn't have time, it's because she doesn't understand her role as a leader.
I can't speak to the specifics of whether you should or shouldn't have received a bonus since I am not familiar with you or your company but you don't work with high-level leadership, that is super clear.
