I have employees that work 40 hours and employees that work 70 hours a week

I leave that choice up to them.

But when raise / bonus / promotion time comes, the 40 hour employees always are frustrated that they make much less than the 70 hour employees and complain about being undervalued.

But that's just fair. Each group of employees is getting compensated for the contribution they're making.
