If that's true, doesn't that reflect a problem?
Here's what I mean - I'm not saying not spending more is a problem. Spending more would be great. But if they are limited in what they are spending - then the local kids should be getting more of their time.
Every team has the same number of people on staff. They aren't allowed to have more. So everyone is paying salaries and has the same staff to do the same job.
But if you don't have enough recruiting money to take a bunch of out of state trips to see recruits - you dang well better be spending the gas money to see the kid at the school a few miles down the road. If you don't have the money to do all of the out of state trips, then you don't have the excuse of being out of town so much that you can't visit the local kid. You're hear! Go visit the local recruits. It's even more important you sign them since you don't get to spend as much traveling to see the out of state kids.
