You have to evaluate every situation. Which is my point. It is not always better
To go to Stanford and not always better to go to BYU. But overall your best option is to go where you can get a good showcase in meaningful games and where you are likely to be an early starter.
It’s not just who’s on the roster but who else might come in. You need reps, attention, and coaching and playing at a less heralded school is often a better bet for those things.
