USC, UCLA, Cal, and Stanford already delivered the Tier 1 revenues for the major California markets. ESPN/Fox were not increasing their bid because there were also BYU fans in those markets. Deals at that time were completely based on getting tier 1 status with the distributors in the market regardless of how many people tuned in.
