That's exactly what it means. The small numbers grow over time seeing others do it. It starts as a rec league, then comp
league, then club sport at schools before it becomes a sanctioned sport. That's how every sport got its start. You can't artificially force it to skip steps to satisfy a few high interest people. You'd never get enough players. It's got to grow organically.

I remember when girls soccer wasn't sanctioned by the UHSAA. Then they followed the rules, and built ground up.
