So start with girls flag football leagues that don't require school districts
Build enough demand and interest that way before suing school districts. This is ridiculous. School districts cannot be expected to accommodate every fringe interest across a small group of people.

I remember when girls soccer wasn't sanctioned by the UHSAA. Then they followed the rules, and built ground up.
