That's based on industry perception, rather than academia. Industry has a higher opinion of BYU engineering (performance in the work force) than does academia (research dollars, size of school, etc).
Counter anecdotal point to yours, I've worked in engineering in 4 different states and in unsolicited comments have only ever heard good reports about BYU grads ("We need to get our hands on more of these BYU kids", for example), never any negative. You should get out more.
