You're only looking at undergrad, which is just a small part of what the
university presidents care about. In their global rankings that look at the entire university (including research) BYU isn't even in the same universe as the P12 schools. WSU is the lowest ranked P12 at 297. BYU is #748. BYU is very good at what it does, but it really only puts much emphasis on undergrad. All of the P12 schools are much more complete and much higher-ranked total universities, which means a lot to university leadership.
