Think of "R-1" being a car. Both Smart Cars and S-Class are cars. They can claim
the same designation, but really are not the same thing. The analogy is simply to show that not all R-1s are equal (or even close). So the question remains - why is it preferable for an athletic conference to only have R-1 cars, even bad ones, when they could ditch the bad ones and have a few much nicer R-2 types instead?
