Those schools have Institute programs. BYU is great but other schools can be better for some kids.
I'd tell her to go for it with higher rated Engineering schools, but also apply to BYU. I'd have her compare/contrast options and have cost be a factor as well. See where she gets in then let her pray about it and decide.
