Archaea Intervention Needed
I have a family of engineers.
My Son, USNA (mechanical), my step-son, BYU mechanical, and UW (grad)(automotive), my BiL, (chemical) Utah, my SiL (mechanical)(Notre Dame), and my wife, Industrial (Clarkson). My SiL's father is also an engineer and my deceased BiL was a nuclear engineer.

Ranking matters for graduate school, even in engineering. Placement for jobs depends in part on ranking to some degree. Investigate before she matriculates what employers interview at the school of her choosing. She can also interview with the Dean, and she should determine which of the disciplines she desires. I believe BYU has some disciplines where it ranks more highly. Electrical Engineers see themselves as more highly elevated than others btw.

If I were advising here, I'd do a deep dive into job placement, meaning who are the major employers and where are they placing their employees.

Engineering is a difficult course of study even if your program isn't highly rated. (Frankly, I'm surprised BYU's is rated that lowly; that might be due to a lack of a PhD program?). This is for her career so she shouldn't take it lightly.
