I see she's citing USnews which heavily weights research (so the PhD program).
That isn't really as important as an undergrad. BYU is in the top 10 in placement into top PhD programs. That and job placement are what she should focus on for undergrad programs.

No one else has said it but a lot of people drop out of engineering programs. $6k a year tuition means dropping out of the BYU engineering program has a lot better ROI than $60k a year at any of the top 20 programs.
