a scholarship freed up with nowhere else for it to go and this athlete was then given that scholarship. What does the school then owe him when it pulls that scholarship back the next year to use it elsewhere?

Doesn't have to be. It is that way for all NCAA sports. Unless the school offers says 4-years. Most are 1 year.
