1) The Church is very careful with its funds. In my experience, it spends money where marginal benefit = marginal cost. The objectives and mission of the Church are clear and steady. If you have a problem with how the Church allocates resources, then talk to your local leaders.

2) BYU fans are TERRIBLE at donating to the program. Fans that are expecting to get some "product" when they donate to the Cougar Club are missing the mark. You donate to the CC to help the program grow and to help increase the resources in the program and the return is a higher quality program--not for some fancy perk.
