When it comes to the football program specifically, either the institution will allocate resources to remain competitive or not. I think this mostly pertains to the budget for the coaching staff. We will never know how much (ill be sure to talk my local leader about it as youve suggested multiple times) the coaching staff gets paid, but if they wont pay in the top 50-60 of what D1 programs pay then we can expect more home losses to UMass, thats all. There are too many other built in and self inflicted hurdles for the program to not have a top notch staff.
