You will need to provide a substantive definition of academic freedom. If you mean some generic form of being able to do and say whatever you want, then I am not sure any institution can meet that standard. I have taught and had leaves at other universities, and the culture of academic "freedom" differs tremendously across those institutions. It would be more accurate to say that some universities place more emphasis on different dimensions or definitions of "freedom." If you want to know what I mean by different definitions of freedom, start with a comparison for example of Aristotle to any 20th century French existentialist.
