My opinion of Utah's recruiting strategy
Win Utah. Utah has become a small hotbed for college football. If they can establish themselves as the premiere in-state college with a better track record for producing NFL talent, better competition, and better results, it will pay off in recruiting. This is why Utah and BYU each want the other to fail (well, there are other reasons too).

Keep good coaches. Utah isn't Southern California, but I think they can compete with places like Corvallis, Pullman, and the Arizona schools. So if they have an edge in coaching, they can pull in better recruits against those teams. They have to have good coaches and the money enables them to keep good ones longer than they used to be able to. But they must spend wisely.

Continue to produce NFL talent.

Keep pace with facilities. It's an arms race. Utah needs to have facilities on par with the other schools. This requires money.

They should aim to finish ranked 20-40 in recruiting and pride themselves on finding nice gems in the rough (which they have done thus far).
