The SLOC issues weren't realted to sketchy accounting. It was bribes and gifts.
As for the stadium...
Total cost $50 million.
$10 million from Eccles - Not government funding
$10 million from other private parties - Not government funding
$10 million in athletics department bonding - Not government funding
$12 million from the University of Utah - There certainly would be state funds mixed in here. Also includes student fees and tuition.
$8 million from (SLOC) - Also covered the rental of the stadium for the time leading up to, through and after the Olympics.
