Because BYU represents the Church.
When I tell people I went to BYU their first question is ALWAYS, "are you Mormon?"

Because of that connection with the church (which isn't going away), those who attend are required to live a slightly higher law than those who don't come here. It's not much higher, but the consequences for breaking those rules are going to be higher as well.

A non religious example: Tax preparers have a higher set of rules that they must abide by than the general public as well, because they are deemed to be a key part of the tax system. In that way they TOO are subject to enhanced penalty for failure to live up to their rules as well.

This isn't rocket science.
