It doesn't seem to be a factor at all.
Look BYU-Hawaii pulls mostly local and international students, and always has. It's student body size hasn't changed dramatically. Nor has it been picking up the slack for BYU-Provo.
You have to look at the enormous growth in the Pacific Islander population in the State of Utah. Those kids aren't going to BYU-Hawaii.
