I don't administrators say this per se, but it's probably
knowledge shared in the public domain. The standards across the board are higher at BYU than the sister institutions. This includes ACT/SAT, GPA, and TOEFL scores. You can't not be more exclusive with higher academic standards.

The body of research across the board is showing that in K-12 and in higher ed. socio-economic variables (poverty, parents' education, school attendance, per pupil expenditures, social environment, technology accessibility, English language proficiency, etc.) are the biggest predictors of student achievement and success.

People who typically struggle with academics are also typically in minority populations. Asian students buck this trend, but this is because they usually have a lot of parental support, economic means, and technology access, among other things.

Increase those areas that are missing for poor performing students, and you will likely see the percentages of minority students applying and being admitted into BYU become more parallel with the percentages of those of the majority population.
