I don't claim to know how they run things -- just looking at results
If I own a dealership and I hire good people to be salesman, they all treat customers well, etc. but I don't see results (cars aren't being sold)... I don't have to know what they are doing or how they are spending their time, what promotions they are running etc.
Bottom line is, over a long period of time things aren't getting better despite directives that they need to improve.
Knowing that things aren't happening are enough for me to know that something's wrong and needs to change.
