If BYU *is* lowering the bar for minorities...
it's doing a crappy job of doing so. I would also say then it's either investing almost nothing at retaining those students or doing a poor job of doing so.
What few numbers I do have, along with empirical evidence informs me that over the past 12-15 years BYU's standards have gone up significantly and it has has eliminated URMs.
