See my other post, but the Church education System as a whole is working collaboratively to bring more education at a higher quality, but at a lower cost to more members of the Churchi know because I work for both BYU-H and BYU-I right now on a collaborative project to develop ESL courses online to help students gain the proficiency pursuant to matriculating at the non-Provo institutions. It is happening right now, and in 10 years, BYU-I will have about a 35-40% non-white student populace. Their international growth is at 30% annually and won't taper much until after 2020 where it projects to be steady for an indefinite period beyond that.
