Those are well known obstacles, but
1. I predict that a lot of big money members would be willing to make significant donations, enough to cover construction and fund an endowment. That number would be in the billions, but I think it is doable. The former Provo High site would be ideal, and Utah population growth would support another med school. Also, the Church is probably going to be spending money more conspicuously given the recent media coverage, and a medical school which has a mission to send doctors out into the world (see my thoughts below) would be viewed positively.

2. The ethical complexities are certainly there, but other religious groups with similar doctrinal positions (Seventh Day Adventists and Catholics) have been able to navigate them.

3. A BYU medical school (again, my nomination for a name is the Russell M. Nelson School of Medicine) could have a unique mission. It would draw heavily on the BYU/LDS population, which means it would have the highest % of multilingual students with actual experience living abroad of any medical school in the US (maybe the world). An innovative program could be implemented that incorporates students/graduates going to the most impoverished places on the planet providing health care.

A med school would be tough, but worth it in my opinion.
