Many schools in Utah do a great job of educating the locals. That is the mandate.  UVU is the best at it, then Weber then maybe USU then UU. UU has more out of staters, which is common for the top U in each state nationally.  They want to compete for top students from all over.    For grad programs, they still need to have a mandate to let in 50% locals since the state is funding the place to an extent. Gives more ROI locally. For the other 50%, let them decide how they want to handle it.
