I think it can include all of those things. However, not every type of
intolerance is equal — some forms of intolerance are clearly more egregious than others. For example, banning an activity in support of a belief is probably more intolerant than allowing the activity and permitting others to mock those who support it or participate in it.

I lived in China for several years, and no one there mocks religion, to my knowledge — or at least it's not very common. However, there is no freedom of religion in China, religion is tightly controlled, most religions are banned, and many religions are actively persecuted with their adherents sometimes imprisoned or simply "disappeared." IOW, the lack of mocking doesn't equate to tolerance. No one in their right mind would argue that China is more tolerant of religion that in the US, even though more people almost certainly mock religion and religious people in the the US than in China.
