There was in Salt Lake County but not Utah County...
My mother was one of the founders of the first youth tackle football league in Utah county back in the mid 80's. The first season was in 1984 and it consisted of 2 teams in one single age group (7th grade) that played each other 4 times.
It grew from there and of course eventually included more grades and teams but until that point there wasn't an tackle football in Utah county until High School that started in 9th grade.
I was in HS then but my younger brother played on one of the very first two teams and a few of the guys from the HS team helped to coach it, me included.
